Taxability is decided at a program level. If your company offers a wellness program and that program is taxable, any spending under that program will be taxable, no matter what item you purchase.
If your company offers a non-taxable program, anything you buy will not be considered taxable.
Tax rules are set by relevant local governments and vary from country to country. In the US and in many countries, items related to directly doing your job are non-taxable. Examples include phone and internet bills needed to work from home, and other work from home items (office setup, etc.). In the US and in many other countries most other items are taxable – virtually all of Benepass's wellness, fitness, mental health, food, travel etc. programs are taxable as they are designed for spending not directly associated with completing your job.
